The 7 most populous counties are: Miami-Dade, Broward, Palm Beach, Hillsborough, Orange, Pinellas, & Duval. This measure of delay is on Florida Interstate Highway System road category. The FIHS consists of interstates, the Turnpike Enterprise, freeways, and other high speed, high volume roadways.
